Version 0.7 for release #109

Changed version to 0.7, and release date in revision history to December 22, 2022.

What used to be two bullet items was merged into one at some point. Separated it back into two separate bullet items.

Added revision history summary for changes made in version 0.7, and moved revision history to be the first appendix, since we expect it to always be an appendix.

@mariobaldi Hopefully you don't mind if I am making this release without your final approval. I have made very minor changes to the spec since your last approval a few days ago, preparing it for release of version 0.7, which might be today!
