Add french translation #8

I have a doubt about this PR; aren't some of the translations a bit too long? I'm expecially worried about 'Délai avant réarrangement de la Vue d'ensemble'. Wouldn't be better 'Réarrangement délai'? There already is the tooltip to explain better, and it is the next item in the translation file. Check out also the translation for 'Mouse button to close'.

I fixed that with «Délai avant réarrangement». It was a bit long. But the rest is ok.
