SampCTL semver #227

Semver is reuired for sampctl for version deps, would you consider swiching to v4.1.5 now?

I won't switch to semantic versioning for this plugin, as it'll likely cause a lot of confusion. I do plan on eventually releasing a MariaDB plugin, which will use semver (of course), so look out for that.
