Allow site owner to change the splash homepage video (if enabled)

Add an upload functionality in the admin dashboard, -> theme site settings (similar to the logo uploader), for uploading a new (changing) splash homepage video

FYI, at the moment, every theme has a file/splash folder where the splash video files are stored:

Where are these files called? What is the home file to edit if I want to disable this videos?
