I know 1.7 is no longer supported, but I still decided to share this weird bug (possibly mod interaction), just for information, if nothing else.
Sometimes drills with internal area greater than 1x1 do not want to form, despite being built correctly, which seems to be a known bug (#106). A crazy though appeared in my head when I was trying to make such a drill in my game, that maybe the air blocks inside of the structure are somehow the "wrong kind" of air blocks. Sure enough, when I set all the blocks below the engines to air (using worldedit) and then placed the rods without entering the structure and closed the scaffold, the structure formed without issue. Doing the same thing but physically entering the drill to place the rods results in the "invalid block in slice..." error.
I don't expect anyone to try and fix the issue, but if someone in the future encounters the same problem, at least they might find a workaround here.
