Add "skills" API #2

Yes!

We should also have a set of default capabilities, or perhaps a default skill if no skill is specified.

More on this... I just discovered RiveScript, and am very impressed: https://www.rivescript.com/

I think the format is quite simple, and there are already many interpreters for different languages, as well as excellent starting point templates: https://www.rivescript.com/try

It also offers the ability to link into other "native" code for more complex logic and processes.
