Multilanguage ready #90

Hello there, thank you for your effort and the beautiful idea of going ahead in the wild.

I'd like to suggest the ability to translate the user interface in many languages and also the ability to translate WCAG rules too.

Here in italy we use a subset of WCAG2 level AA rules, grouped in different steps, we call it "Allegato 1" rules. So we already translated the AA level in italian for a very old PHP project we would like to refactor.

In that old project we have got rules in the database 😒 not so handy for multilanguage https://github.com/RegioneER/Vamola

I've pushed a first commit in HTML_Codesniffer pull request adding a new translation.

Are you interested in supporting multilingual too? There's this clever solution for l18n development. Labels management can be done on web tools like Transifex, exporting json files for each language.
