Add RNFileSystem module for Windows #10

I am sorry for not being able to respond to this. My life has been rather chaotic lately, and I think for the foreseeable future that it will be hard for me to be able to maintain this project. If you have the time and will, you are welcome to make a fork (I would put up a notice and link to your repo).

@benwixen Hi Ben, Thank for your reply. I really appreciate your effort for this project. It's helpful for people who need a simple solution for React Native filesystem. Actually, we created a fork version of your library here and also published it to NPM registry under new name: react-native-filesystem-v1. If it's acceptable, please add the notice on your README.
