fixes needed by new versions of toolchain packages #80

this update provides the following:

a new location from where to get the msp430 headers (you need the msp430-gcc-support-files-*.zip file)
disable the -Werror CFLAG for binutils. otherwise a few warnings detected by gcc will be considered fatal
a note about not using gcc 7.x, 8.x due to internal compiler error

I haven't used this material in over three years, cannot test any changes to it, and won't be making any new releases.

I'm closing this so I can archive the project without leaving what your PR permanently open. There are unmerged patches in the next branch that might be helpful if you plan to continue using this.
