Why is there no setup screen after the plug-in is installed?Does it work

Just go to Plugins->PowerFailure. You will find the settings there. There is no 'Wizard' setup because it hasn't been written yet.

Presumably you have restarted OctoPrint? What do you have in the octoprint.log file after a restart?
