New events should go live at the exact announce time #2

Currently there's a 60-180 second delay - having difficulty narrowing this down. When I check the request headers using curl -I pabsttheater.org I get a cache control max age of 600 (10 minutes), but I was under the impression that the caching/varnish layer uses hashes to compare cache expiration. In any case, I've seen this aspect of caching fail in previous projects - might be worth digging into deeper image
