Backport of enabling sort_pixels using mex code in Horace-4 #1590

Part of chanes for ticket #1587

To maintain Horace-3 and Horace-4 together in IDAAAS, it is convenient if they use the same mex code. This is not too difficult as we have almost not modified the mex code yet.

This PR is the part of such changes bringing back Horace-4 changes for sort_pixels using mex.

Do not CI as the changes are against rel_3_6 so should be tested on Jenkins manually
