focused projection #1596

The algorithm sqw. shift_energy_bins (dispreln, pars); moves energy bins along energy axis extracting energy transfer defined by the dispersion relation provided. It is currently broken as has to he rewritten using generic projection

This is the ticket to implement it using generic projection and fix it
