User Request: Ability to dump and load configs #1606

Request from users for configs to be able to be dumped and loaded from file so that useful configurations for each machine can be helpfully passed around between instrument scientists and users and survive between Horace versions.

survival between Horace versions is harmful, as condigurations differ between them. The solution for keeping configuratis lies with IDAAAS team, who, like in Mantid, should distribute typical configuration files (from ~/.matlab/mprogs_config_* to all new machines.
