Mantid uses a cut algorithm they call "Normalised polygons" which has been requested by users of Horace (Excitations meeting to evaluate Horace 4, see #1610) as a better mechanism for cutting and rebinning in particular dnds
some background for this is done in Re #1639, which may be the basis for further improvements or nomex algorithm, but proof for the implemenation to be correct and C++ - Mantid implementations are all for here
