Read instrument data from new nxspe files #1747

Nxspe files now include additional information on instruments for populating Horace SQW objects. While some of the code for reading this is already present, some isn't, not all of what is there works, and there are issues in reading the data. This ticket belatedly tracks this from PR #1714.
