CHANGE THEME PAGE #81

As an Admin I want to be able to change the settings of the page from one central place so that it is easy to switch between different events or close/open registration to them

Acceptance Criteria: Given that I am on the Change Theme page When I type into the "Event Title" input field and click the submit button Then I change the title of the event, which is currently displayed on the page, to another one

Given that I am on the Change Theme page When I type into the "Event Description" input field and click the submit button Then I change the description of the event, which is currently displayed on the home page, to another one

Note: include toggles for the open registration and T-shirt (user stories #70, #71)

@sweetsacura can you please QA the story as I was working on its implementation and cannot do this myself
