Work on Digital Ocean API V2 #13

Finalize interface for API v1 first, then start changes on dev branch...

... We are working on version 2.0 of our API, and we're interested in getting feedback from developers who use the current one. You'll notice your sidebar on https://cloud.digitalocean.com has now changed to include an ""Apps & API"" link. Use this page to generate your new OAuth personal access token. You will also notice a link to the temporary API v2 Documentation. These docs are very much a work in progress and will be refined on a daily (or more often) basis during the beta. Please leave any feedback for us on the API v2 Documentation repository in the form of an issue (https://github.com/digitaloceancloud/api-v2-docs/issues).
