Add CSAE/CSAM policy

Google is going to require that apps in the Social category publish a CSAE/CSAM policy, per

Reading that, best way to do that is probably to amend the existing privacy policy page on the website and have a "Terms of service" and "Privacy policy" sections.

The ToS can reference the license, and include a CSAE/CSAM policy.

CSAE/CSAM policy should:

• Be clear that using Pachli to post CSAE/CSAM is against Google's ToS
• Be clear that any material is not provided, or hosted by Pachli, but is hosted by the operators of the servers you interact with
• Explain how the user can use Pachli to report CSAM to the operators of those servers
  • Clarify that reports should not be made to Pachli devs., as we are unable to take action
• Provide a point of contact (probably team@pachli.app) for notifications

OR

Move the apps to the "Communications" category in Play, which doesn't have these requirements.

Mentioned this to IFTAS in their community chat (https://riot.im/app/#/room/#trustandsafety:matrix.iftas.org), there's some interest in them developing a model policy that could be used by all apps.

Worth noting that browsers (e.g., Chrome, Firefox) are in the "Communication" category on Play.
