Create secret for dash client secret (OAuth) #177

Talked to @armaanv on this one and the plan is

Add a kubernetes secret for the dash client secret value
Generate a random value for client secret, make sure to only run on helm install (not upgrade)
In the notes section of the chart, list the pachctl command to set up the oauth client for dash
