CEF3: HTML select dropdown stays put when dragging the browser window #590

What steps will reproduce the problem?
1. As a test page, navigate to 
http://www.w3schools.com/tags/tryit.asp?filename=tryhtml_option
2. Click on the dropdown and leave it.
3. Move the browser window

What is the expected output? What do you see instead?
On Chrome and Firefox, the dropdown collapses / closes. Using cefclient, the 
dropdown window remains open and does not move with the browser window.

What version of the product are you using? On what operating system?
CEF3 revision 592

Please provide any additional information below.
This is also reproducible with CEF1 revision 283

It's been 2 years since this issue was filed. Just curious if anyone was 
looking at it or does this need to be filed in the Chromium issue list?

I am now seeing this behavior using the CEF 3.2062.1815 CefClient. Any 
dropdown/select on any site will appear in the incorrect location until the 
CefClient window is resized. After the resize the dropdowns will appear in the 
correct location until the browser window is moved. Then dropdowns appear in 
the previous position and not under the select control. With the dropdown 
visible, moving the browser window causes the dropdown to stay in place, it 
does not move with the control.

This happens on the Windows and Linux CEF client.

Correction, I see this with the 3.2062.1835 version of CefClient.

I'm going to file a new issue as the incorrect positioning of the dropdown 
seems a bit out of scope for this issue.
