This adds a project user test to verify the working state of adding a user project relationship entry.

@GitBytes The error reporting is lame, I agree to that point. It's difficult to know that you typed in the wrong number into the foreign key relationship tables. Error reporting should be something that comes out of the Pacifica Metadata Service better. Then we can incorporate the error reporting into this tool.
