experimental branch that pins all packages #215

This branch pins every package mentioned in the Pipfile to the version used in 3.4.0 (except GDAL). It is an experiment for pacificclimate/docker-geospatial-python#12 , with the PR opened to trigger dockerhub build. Not intended for review or merging at this time.

The problem this was intended to solve ended up being an issue with the docker build, not the climate explorer code. See https://github.com/pacificclimate/docker-geospatial-python/issues/12
