These two scripts are used to generate gridded streamflow data.

rvic-queuer.py reads an entire watershed's worth of baseflow and domain raster data and outputs a set of job files that run RVIC on every square in the grid.

rvic-reassembler.py assembles the individual point streamflows back into a single raster, patterned on the domain raster.

Things that need to happen before merging:

fix the default fullvalue problem
add actual missing_points.py instead of a blank file (?)
