PCIC12 script needs improved backwards compatibility #29

The PCIC12 script takes a big whack of files and sorts them into groups for ensemblizing based on netCDF metadata attributes. It makes some assumptions that do not hold true for older files:

Older files may have the frequency values of aClim, sClim, or mClim, equivalent to aClimMean, sClimMean, or mClimMean
Older files may not have climo_periods values. Maybe it could fall back on the climo_bounds variable?

Also the script should check runs, not just models.
