Update graph and table titles with Tier info #212

In addition to this definition of the three tiers, it would be helpful to remind users via the Map and Table C-2 titles of these designations. Note that the tier should only be mentioned for future projections, and not for the historical maps. So, in the case of HDD, e.g., the title could read:

Heating degree days above 18 °C (°C-day) • Tier 1 variable • Future (0.5 C)

and so on. Under the Table C-2 tab, the title could read:

Design values for HDD (°C-day) at Table C2 locations. For future projections, HDD is a Tier 1 variable.

If any of this presents difficulties, please let me know right away Rod. We could explore other ways of including the Tier info.

Approach: Add tier info to DV definitions; use in titles.
