Add github actions for CI #4

This PR adds two Github actions, copied from r-lib and modified slightly to fit PCIC standards:

R CI installs the code and runs its tests on Ubuntu with the current version of R
R CI CRAN performs the same checks as CRAN's automatic verification system: two versions of R, three operating systems

I'm not sure what's going wrong with the MacOS-latest (devel) action. It looks like the install completes successfully, but is counted as a failure.
