ncWMS error in hydrological modeled data portal #176

Was watching Arelia's webinar, and she got what I think was an ncWMS error using the pencil tool on the modeled hydrological data portal. Need to check logs and diagnose that.

I have not been able to recreate the error. Both ncWMS servers went down briefly during the webinar, which is probably the actual cause, not a code issue.
