Changes

The PDP will soon include some portals that are maintained as separate projects/repos (e.g., the Met Data Portal). We refer to these as "external" portals, to distinguish them from the ones implemented entirely inside this repo.

Add capability to download user documentation for external portals from GitHub and integrate it into the PDP user documentation suite.

Resolves #268
