Description:

This PR represents a significant overhaul of several components of our application. It consolidates changes from five separate PRs into one. Below is a summary of the included updates:

Part 1: Update Environment Configurations and Dependencies (#264)

• Updates environment variables and configurations.
• Update to node.js v22
• Update config docs to include new environment variables and standard values.

  Part 2: Update Regions Endpoint and Region Name Handling (#265)

• Add new First Nations language families and territories.
• Name handling for new regions.

  Part 3: Update Maps Config (#266)

• Adjusts styling of region boundary and ncWMS map components.

  Part 4: Update Graphs and Stats Pages (#269)

• New baseline mean column on the stats page. Cell values include variable-specific formatting for units and precision.
• Graph tab hover popups display projected values, with units and precision.
• Graph tab baseline point displays the baseline median value
• Includes a new function to fetch median statistics from precalculated regional stat files.

  Part 5: Update External Text and App Components Concerning Notes, References, Climatologies, and Variables (#268)

• Numerous changes to application text See PR comment

Each component has been approved individually.
