Marker layer selection resets itself #111

To reproduce:

  1. Start from selecting monthly precipitation.
  2. Set the display to monthly station locations and no data values.
  3. Decrement until the display shows data values again, sometimes this is immediate.
  4. Once it changes back to data values increment back up.
  5. Set the display to monthly locations and decrement again, this time the display shouldn't switch at the same month.

Probable cause/fix: The layer selection needs to be controlled in application state.
