Use BC Albers Lite basemap tiles #73

Resolves #72

To get the new tiles, we substitute pcic-react-leaflet-components.BCBaseMap for the internal BaseMap component. To use pcic-react-leaflet-components, we have to upgrade packages react-scripts, leaflet, react-leaflet. Since the new tiles are "lite", we remove the fader layer.
