Provide "pytz" from pypi for python 3.3 and 3.8 #2

The library mirrored in the packagecontrol org is rather outdated and pytz claims compatibility back until 2.4

This library contains releases with invalid PEP440 versions, which currently cause PyPIClient to fail resolving it.

A fix is planned for PC 4.0.3

Merging as required change for PyPiClient has landed at a415e979086c3a6a3a33760f2af3132b7b34e984.
