Implement WinRM over HTTPS and automatic bootstrapping of Amazon AMIs #39

This pull request adds the following:

Automatic bootstrapping of AMIs (when using winrm_autoconfigure) to enable WinRM over HTTPS with the certificate supplied by winrm_certificate_file
Gets the instance password if none is specified by decrypting it with the private key. Note this depends on https://github.com/mitchellh/goamz/pull/244 being accepted
Changes the Windows password as part of the bootstrapping process if new_administrator_password is specified

There is further work to do, however it is independent of these changes:

Automatically generate the certificate if none is passed in
Include a new provisioner for setting EC2Config options (at the moment this can be achieved with a script)

The commit messages give a detailed account of the changes made.

This has been implemented in Packer itself for quite some time so isn't really necessary anymore.
