Missing reporting for manual tests #2386

In this PR https://github.com/rpm-software-management/ci-dnf-stack/pull/1475, tests were triggered by a comment and Packit did not report anything to user, even though the tests were actually submitted.

Looks like this affects the manual_trigger tests in general, not only corner case, e.g. https://github.com/oamg/convert2rhel/pull/1138 (tests stuck at Tests have been submitted)
