Currently, propose-downstream to centos stream branches requires some manual interaction and packit ends up filing upstream issues saying Propose downstream failed for release N. Examples: c10s for crun and c10s for podman
It would be great to disable issue creation for such cases where a manual trigger is known to be required.
Workaround is to manually close upstream issues.

Less noise upstream :)
