Installation instructions: Needs["PacletManager`"] #2

In some cases, notably when the context is set to be local to the notebook or cell group, PacletInstall won't be immediately usable. It is necessary to 

Needs["PacletManager`"]

first. Thus the installation instructions should include Needs["PacletManager`"]
