Update IGraph/M #32

I do have some questions. Are these "Name:", "URL:", etc. fields going to be processed automatically in the end? If yes, what should the Name field be? The title of the paclet (i.e. to be seen by humans, "IGraph/M") or the computer-readable name (i.e. "IGraphM", no slash)?

Also, I did not point the URL to the GitHub release page on purpose because this is still marked as a "pre-release", which means that it is not included in the /latest/ URL.

The hope is to have automatic processing in the end, but I haven't implemented that yet. The "Name" should be what the computer will see. It might not be necessary for proper .paclet files but for repos and things it can matter.
