Allow setting a container for Radix.Portal #58

This adds the option to set a container prop to Command.Dialog that tells RadixDialog.Portal to render into a specific element, rather than body.

Hey @pacocoursey I don't want to pressure you in any way but is this PR (and #57, once reviewed) planned to be merged? That would save me having to publish + use my own fork.
