Create JS Features and Hacks classes to move checking out of the main code #572

We currently mix in checking for features and necessary hacks into our main JS 
code. We should have separate Features and Hacks classes similar to what JQuery 
does to isolate these away as browsers evolve. Needed for IE 9 porting.
