Fix for https://github.com/pact-foundation/pact-reference/issues/366

Once above are merged, will want the plugin download location reverting back to the source mefellows repo over my fork

Note also updates Pact FFI to 0.4.13 from 0.4.5.

coverage: 37.2%. remained the same when pulling c5d7322786c0088d7456cfeda204b7e4775d965a on issue/pact_ref_336 into 7acfdced49087a8fb312650df02e785eabf3ec1f on master.

no longer required as new version of matt plugin 0.0.11 now released

will want to update in the makefile to use this version, and we should then be able to unskip the plugin test 👍🏾
