• Updates to Alpine 3.18 & Ruby 3.2
• Will require pact_mock-service to be updated to 3.11.2 to support 3.2, left out of this PR so that it can be updated via the gem-updated workflow :)

Tested out by updating the gem, which updated the pact-cli gem version, and updated the release tag by a major, just to check it all works e2e 👍🏾
