When you view a release via the releases page the information is truncated
https://github.com/pact-foundation/pact-ruby-standalone/releases
and you only get the full output of the readme when you view the tag release

This re-orders the release notes contents so the install instructions are shown at the top, thusly shown on the release page, and also writes an updated readme back to the repo, containing the latest gem versions and links to the release page
