Create musl based variants of

pact-stub-server

Follows on from https://github.com/pact-foundation/pact-reference/pull/372

Additionally

Updates deps (promotes ring to 17.x where 16.x fails to build correctly)
pins cross to 0.2.5 to ensure we build against the correct version of glib, issue from pact-ref
