Most of the pact developers don't not have or use windows, so their ability to troubleshoot is hampered. If we had an end to end pact net example that could run on a Windows cloud CI, that would help us diagnose issues more easily.

We would want it to generate a pact, publish it to test.pact.dius.com.au, and run the verification step, publishing results back to the broker.
