Feature request: Vibrate on notifications (code diff attached)

I emailed Felipe Leme who told me to make a feature request regarding this.

I have made some modifications to Chrome to Phone to add an option for 
vibration during notifications (this was desirable for me because sometimes I 
send things to my phone while the ringer is muted, and still want to know when 
they arrive).

I have attached the diff of my code changes in case it can be merged into this 
project.

The only thing missing are language translations of the string I added for 
non-English languages.

It may also be desirable to make the option cause a vibration when links are 
automatically opened, but I wasn't sure so I left that out.
