Timeline does not work when Japanese Locale is selected. #297

What steps will reproduce the problem?
1.Change the Browser language to Japanese 
2.Check with the timeline , it does not show up.
3.I also tried to add string "ja" in javascript files but still not 
working.
I think in folder:- webapp\api\scripts\l10n ja folder is missing. 

Very Urgent Please help.

What is the expected output? What do you see instead?
Timeline should display

What version of the product are you using? On what browser and what
operating system?
Windows XP,Mozilla
