fixes for getting PADS to work with ghc 7.10.3 #2

Fixes include:

Lots of tabbing to spaces (ghc warnings about tabs)
Various deprecations (e.g. report True to reportError)
Applicative Monad Proposal fix (added Applicative PadsParser instance)
Needed to delete cabal.config before installing dependencies - not sure how this file was generated or if it's still at all necessary.

Examples.First tests all succeed under ghc-7.10.3 with this commit.
