Alpha(H) is read from alpha.ff only once, the value should be the same for all hydrogen atoms

@agiliopadua, I do not understand why there are 6 commits (both scaleLJ and pol_in_lmp branches) instead of 3.

I didn't know there were other branches. I pushed to master only.
