Currently a nav element allows lateral navigation inside the list of pages that have the same parent url (which is an arbitrary notion).
In the context of another navigational unit, like with blogs, the list might be filtered by a query parameter (blogs.topics in the case of blogs), thus lateral navigation take that filter into account.
